

Competency 9: Evaluate Practice with Individuals, Families, Groups, Organizations, and
Communities
My Community Meeting Analysis paper based on attending a Champaign City Council meeting serves as an artifact demonstrating my understanding of evaluation within social work practice. As part of this assignment, I physically attended and observed a local government meeting in Champaign and was prompted to critically evaluate the community setting I was stepping into as a future social worker. The experience required me to analyze not only the policies and issues being discussed, such as accessibility, public participation, housing support, and local social services, but also the effectiveness of the systems and processes shaping community engagement. Observing the interactions between community members and local government allowed me to evaluate how institutional structures can either support or limit inclusion, transparency, and trust within communities .
One of the most impactful moments of the meeting was hearing a community member openly express her dissatisfaction and emotional pain regarding her experiences with DCFS and how she felt the system had failed her and her family. Listening to her speak in such a vulnerable and public way forced me to confront, in real time, the profound impact social service systems and helping professionals can have on the individuals and families they serve. It reinforced for me that even when interventions are intended to help, social workers and institutions can unintentionally cause harm if they fail to engage in critical self-reflection, cultural humility, and thoughtful assessment of a client’s lived experience. This experience also encouraged me to reflect on my own positionality within the community. As a student temporarily living in Champaign, I recognized that I do not fully belong to the community in the same way long-term residents do, and this shaped how I interpreted the meeting and the concerns being raised. Moving forward, I want to incorporate this awareness into my future practice by remaining conscious of how power, privilege, and institutional authority influence both evaluation and intervention. Overall, this assignment strengthened my understanding that evaluation is not only about measuring outcomes, but also about critically examining how systems impact people’s trust, dignity, and lived experiences within their communities.
